i HAVE EXHAUSTED MYSELF TRYING TO FIND SOMEONE TO TALK TO.
I HAD A PURCHASE NOT ARRIVE. E.BAY HAS ISSUED A REFUND THAT HAS NOT ARRIVED TO EITHER MY PAYPAL ACCOUNT WHICH IS UP TO DATE, OR MY BANK ACCOUNT. HOW DO YOU GET PAST THE REPLY I KEEP GETTING THAT MY 'CASE IS RESOLVED' WHEN ITS NOT RESOLVED, I DONT HAVE THE REFUND.

tHEY SENT THE REFUND TO A CLOSED ACCOUNT DEBIT CARD. PAYPAL IS UP TO DATE WITH WITH THE NEW DEBIT CARD NUMBER AND HAS BEEN IN USE FOR MONTHS

If your new debit card was issued by the same bank as your old one … then your refund should return to your new account.
If your new debit card was issued by a different bank … then you need to contact your OLD debit card’s bank and ask how you can gain access to your refund.
eBay can only send the refund to your original credit source … so eBay can not help you.
BTW, your ‘original payment source’ is your old debit card … NOT PayPal.
