Question about Multi-user accounts

I am helping a friend with his business account on e-bay. My question is why can't I sent

offers to the watchers on of the listings? Thank You for looking.

I don't see that as an option to enable for Multi User Account Access.  For the record, these are the options that can be enabled (but we don't know which ones are enabled on your friend's account for your access):

Download order report
Add shipping tracking
Print shipping labels
Manage refunds, requests and disputes
Create and manage discounts, buyer groups
Create and manage advertising campaigns
Manage member to member messages
Create and edit drafts
Publish and revise listings
Research products using Terapeak
View orders

Edit: eBay is updating that feature sometimes, and if that's something you want, I would send feedback to them.  From the Active Listings page, I would scroll down and click on the ? button in the bottom right, then click Send Feedback, and explain that you would like to send offers on another account for which you have multi-user account access.  I will do the same, we've been wanting to roll out MUAA and haven't yet because of limitations like this.
