Purchased item from seller with US address but not in US!!

I purchased an item and paid by Mastercard. I paid $139US.

seller contacted me an hour later saying that he can only accept PayPal.

said that he is not in US but in Chile!

then tells me that he has reimbursed me $100! My bank cannot see the reimbursement.

I asked for the other $29 and now he ignores me.

the payment went thru to EBay. How do I get EBay to help?

Report the seller for telling you he can only accept PayPal.

Report the seller for cancelling and not refunding you in full.
