I ordered a car bumper cover and everything to make the bumper complete. This was in late January of 2021. This bumper cost me about $595.00, paid via PayPal.
It is now September of 2021. The buyer had agreed to ship the bumper once "Covid restrictions lift" as it needs to go through customs and is a rather large item, understandable.
I've been asking every other month or so for an update. On August 17th, I was told "We need to make a refund. I need your pay pal". Still have not received anything from the seller, nor will eBay let me contact anybody about it.
Yes, I understand that something the size of a bumper on a car is going to take awhile and that's alright with me but it's evident that my order is never coming. Now what? They keep my $600 and all they have to do is never ship my item?
I'm a little upset and would like advice from anyone that can help. Thanks a ton, guys.

I neglected to mention that this order would be shipping from Latvia (seller) to the United States(me, the buyer).
Backstory as to why I ordered this: I ordered this bumper from overseas because it is a bumper that only comes on a Special Edition car in Europe. This part never came on cars in the United States.

Unfortunately, eBay can not help. You have 30 days after the estimated delivery date to file a claim through eBay. Paypal gives you 180 days, so it is too late to file there (if you paid through a paypal account).
So that leaves only your credit card issuer. Call them and ask them to open a charge back for an item not received - since the seller used the COVID delay excuse, they may be willing to try it, even if it is beyond their usual time frame.
