Why eBay has Puerto Rico as an international shipping destination by default when you can ship here as if you are shipping to any of the states? This makes buying frustrating since sometimes I have to have conversations with sellers so they change their settings and I can get normal charges.

If you are using the ebay International Shipping, ebay added Puerto Rico, Alaska, Hawaii to the program, so sellers have seller protection once the item is received at their hub.
