Promotional Fees

Hello, 

 I am new to Ebay. I would like to know where on the Ebay site does it show what Promotional fees are currently.

Is there a graduated scale of percentage of the sale? Is there just one flat fee?  Does the list price have an effect on the amount charged percentage wise?  I would like to see something in writing. Please advise.
