Your questions regarding my complaint are too confusing for me to respond adequately. The item in question is card #700. I would like the seller to provide me with that specific missing card in order to complete the set. If this is not possible, I need to talk to an agent.

If you received a set that is missing a card, and it was sold as a complete set, your option is to open an "item doesn't match description" return-request from your Purchase History. The seller will provide a shipping label so that you can send the whole order back for a refund. You will have up to 30 days from receipt to open that request.
