Problem with an item Purchased and Seller inactive

Hi I bought an item about 10 days ago. I tried contacting the seller on when they might be able to ship the item and got an error "Send message failed. Please try again". When I click on the item I get "This Listing (listing number) has been removed, or this item is not available". When I click on the users name I get an error and won't load. So I tried to leave feedback to see if I would be able to see the account that way and I get "Unfortunately, this seller is now inactive and no longer eligible to receive feedback". I tried to cancel the order and it says it is to late to do so. When I try to report the item to ebay it says "Oops, we had a technical hiccup" Please try again later or contact us for help. Is there any way to get a refund or get in contact with ebay so they can look into this situation? Any help would be greatly appreciated.

Wait until the latest estimated delivery date has passed.
Then ask a refund by using the instructions on this help page.

3 days later you can ask eBay to step in.
Add ‘agent' in the chat box that popped up.
Answer questions if showing up.
Find the agent, maybe under "More actions".
