Sure!  The USPS will ship to their own locations.  Make sure you have it enabled here: https://www.ebay.com/ship/prf/excludeRegions  The box should be unchecked.

If you ship using Fed Ex or UPS, make sure the buyer does not have a P.O. box, as those carriers only ship to a physical location.  If you ship exclusively using Fed Ex or UPS, in your shipping preferences you can block P.O. boxes.
