A buyer is asking for a refund. The item I sold and shipped her was not delivered to her because the address she has registered to eBay is an insufficient, undeliverable address, and the item is slowly being returned to me. I will give her a refund for the item when I get it back, but still unsure if I will refund the shipping since she is not covered by the eBay Guarantee since she provided an undeliverable address. However, I don't understand eBay's seller fees refund policy. In order to get a full refund of my fees (minus 30 cents), must I also refund the shipping to be qualified for a full sellers' fee refund? Exactly how does eBay define a partial refund and a full refund?

At the present, if you refund the total amount of what the buyer paid when the item is delivered back to you, you will be refunded the FVF that was charged minus the .30. If you refund item price only, you will not be refunded any portion of the FVF.
That policy will be changing soon.

You will not receive a fee credit for partial refunds.
This will change in May. eBay will begin prorating fee credits for partial refunds at that time.
