I sold an item today, and the buyer is anxious that I ship it quickly. I can do that, but I see there has been a hold put on payment to me...for a full MONTH!!! Why? Has the customer paid, but you just won't release the money for a month? Why? Should I ship the item or will I then be out the shipping cost as well?? I don't understand what's going on here, and the 'Help' pages just send you around in circles.

We do not have access to your account so all I can give you is general information. It sounds like a payment hold may apply to this sale. See #2
#1. Since you are in managed payments where your buyer's payments go to your checking account:
"Daily" Payouts just means your buyer's payout will be sent M-F once the funds clear the buyer's funding source.
Check here to see if the buyer's payment says processing> That is when you need to ship within your stated handling time.

It takes about 2 business days for the buyers payment to clear their funding source. Once the funds are available they are paid out to the ACH system. From there the money is transferred to the bank account you provided when you registered for managed payments. It can take your bank 1 to 3 days to deposit the money into your checking account. Larger banks are faster.

#2. If you are a new / returning seller then fund holds may apply:
Funds are usually released about 24 business hours after tracking that you upload to ebay shows delivery to the buyer. The funds are held for 21 days if there is no tracking OR the total sale is $1 thousand or over.
