Payment Pending on Paypal

I put in an offer and my money immediately became pending on Paypal and the offer was declined.  What's up with this new policy?  Money is still pending on Paypal

ebay is experimenting with Best Offers.  If a buyer makes a Best Offer, it is requiring the buyer to specify a method of payment, so if the seller accepts the Best Offer, the payment is automatically charged.  There are too many Best Offers in which the buyer never pays, so ebay wants to try and decrease those numbers.
