Paying via Money Transfer

I am in the U.S., seller in Germany.  Before bidding I asked seller if he would ship to Poland and he agreed and provided amount.  I won the item but the "automatic" invoice would not go to the screen which shows the seller name and detailed bank info.   Instead, the invoice said "will not ship to xxxxx".  I sent a note to seller requesting new invoice. Next day I recieved a second voice which, this time, showed the agreed to freight.  Nonetheless, the invoice still does not show any bank info to effect a money transfer.  I sent a follow-up to seller but no response.  Does Ebay help in such a situation?
