Paying via CC WITHOUT PayPal

So for various reasons I don't have a PayPal account and pay for items without an account. I noticed last week that when I pay for an item, eBay charges my card twice and the 2nd charge is pending for over a week before they release it. Is that normal? If I buy a $100 item, they take $200 for over a week, it's a PITA. I've called them and PayPal and have sent them screen shots proving they are double charging but they pretty much call me a liar.
