eBay is phasing out parcel select, so it often does not show up as a selection for shipping. Make sure you are on the custom packaging - not carrier provided packaging - tab. Then at the bottom of the list, click compare all services. Parcel select may show up there, and you can select it.
If it does not show up, you can print a parcel select label through paypal and enter the tracking # into eBay. Also check the cost compared to regular priority - sometimes the difference is quite small, and worth it to get the item to your buyer more quickly.
There are a number of services you can offer, but not print labels for - letter, large envelope, retail ground are a few of them - you can still offer them and use stamps (letters), buy a label elsewhere or buy postage at the PO (retail).
