I have a package showed USPS delivered today, but buyer can't find it in his mailbox. I told him if USPS can't find the package, I will refund him. However, he request a return, should I ask him to cancel the return request?

@koivintage0712 Sorry to say you will NOT get a refund from USPS if tracking shows delivery.
I recommend you contact eBay customer service on FB for Business. The agents are more experienced. Get them to look at the messages and see that the buyer said it was not received and is now trying to file a return case because a not received case can't be filed since tracking shows delivery.
Leave a PRIVATE message and the agent you will get back to you.

Your other option is to approve the return shipping label. The buyer will not be able to use the return label because they don't have an item to return. The case will time out and you will get the money back for the unused label.
In the future don't offer to refund a buyer when tracking shows delivery.

@koivintage0712 The buyer can't return an item that they don't have. Once tracking shows delivery then your job as a seller is done, you didn't have to offer to refund them.
They filed a Return request because they CAN'T file a not received refund request since the tracking shows delivery.
Since you offered to refund I would just go ahead and refund the buyer from the request.

It is a $ 74 brand-new pants. I have to make a claim to USPS if the package is missing. After I get the USPS refund, I will refund to my buyer.
