Package sent with Ebay International Shipping has been stuck in customs 8 days. Is this normal?

hi,

I sent a package with Ebay international shipping from the United States to Spain on March 22. It was not a prohibited item. I checked tracking and it says it is in Madrid with customs retention and investigation. It has been i customs since April 11, so 8 days.

Is it normal for it to be in customs retention that long? I tried contacting Ebay but I can't get a real person and the chat isn't answering my question. I should also mention I sent a package to London the same day, March 22, and it was received on April 2.

Even if the buyer opens an item not received case,  as long as tracking shows delivery to the hub in the US, you’re not responsible for refunding the buyer.  You would have to let ebay know that’s how it was shipped; if necessary, eBay will refund the buyer.
