PWE shipping

I am a new eBay seller and I sell baseball cards mostly below $10-$15. I listed them as $0.93 PWE but when I went to buy the eBay label and print it says $3.19. I called eBay two days in a row and they keep saying it’s a glitch and will be fixed in 24 hours but In one more day my handling time will be up. Can u not ship PWE for $0.93? Is that a scam because I sold numerous cards for $1 and $0.93 shipping and $3.19 would cost me money every shipping. Please help!!

Also make sure one of your dimensions is 0 - 1" is too thick.
