After the fees I pay to ebay with each sale, do I actually have to pay ADDITIONAL fees to download a file of the label, only to end up printing it myself?

You don't pay any fees for using eBay's labels. You only pay the discounted postage price (from the funds the buyer paid you to buy it). Your other option is to go to the carrier and purchase your postage there (for more than it costs on eBay).
