eBay's toll-free phone numbers can be called by any phone registered in the USA. They don't have any non-toll-free numbers for customer service.

Your account is registered in the USA, you registered on eBay USA, and your items are located in Texas, so you should be able to use a USA phone to call eBay.

Some overseas users have said that they can call the toll-free numbers using Skype.
