Hi, I've purchased a Baccarat Crystal Figurine 3 weeks ago, tracking showed no movement even from the beginning, zero update and stagnant, seller refund me partial. I paid USD 61.15 but I received only half of what I paid for, is this normally what Ebay practise ?
