If you do not received your item by the last estimated delivery date eBay gave when you paid, you can open an item not received case to get a refund. You have 30 days from that date to open the case through eBay.

If it has been longer than that you will have to do a charge back with your funding source. PayPal and most credit cards allow you 180 days. If it has been over that and you used a credit card you can contact them to see if they have longer protection.
