Order issue HELP

I tried to order gold chain. I was charged 2x, instead of 1x. Then received email that my payment from my visa card did not go through & i would need to enter it again on ebay site. But my visa account has 2 pending charges of $214.90. Will $ be put back on my card? And when? How do i fix
