Opening up a case for a partial refund

I bought two pairs of shoes that were listed as NWOT.  One pair was obviously worn.  Buyer said she would give me a credit but I need to open up a case with ebay.  I can't figure out how to do this at this stage.

Opening up a case for a partial refund

You have to be willing to return the shoes for a full refund. 

 

Go to your purchase history and click return this item. Then click show more under the list of reasons so you can select 'doesn't match description'.

The seller has 3 business days to send you a return label, offer a partial refund,  or issue a full refund. If he doesn't send a label or says he can’t send a label, go to your return and click 'ask us to step in'.

 

If she offers a partial refund, you don't get to negotiate - you either accept it or return it.
