Opened Store, How do I send offers to watchers?

I just opened a store (literally 1/2 hour ago) and am still setting things up, but now the views have changed and I am unable to find what I'm looking for... for example I am trying to send offers to watchers, and it wants me to apply the offers to ALL eligible auctions, but I only want to send a specific offer to watchers on specific listings. I tried to find the answer, but was unable to find that either. I am very confused and am considering contacting ebay and do away with the whole thing.

Go to Active listings page
https://www.ebay.com/sh/lst/active

Then look for "Send Offers Eligible".  It may look a exactly like this or slightly different because eBay it testing options.

When you click that button, you will have a list of offers that could be sent.

Then

You will be able to click the Send Offer beside the listing you want to send an offer to.
