Offshore seller

Bought parts February 2023 with a one year warranty. Parts are junk and failed in five months. Seller offered 20% off to purchase again. I declined. They then said my refund was coming. That was two weeks ago. Contact eBay, they say it’s out of their hands. Seller has stopped responding. Planning on closing my account.

ebay's Money Back Guarantee expires 30 days after receipt of the item.  Manufacturers do not honor warranties for their items unless the seller is an authorized dealer or reseller.  If you paid with Paypal, you can file a case with them as they allow returns within 180 days of the transaction.  As a last resort, you can file a chargeback with your credit card issuer if that ishow you paid.
