I need to move on I submitted a offer and have not heard from the seller, so why is there nowhere for me to retract my offer, and move on to possibly purchase through someone else.

I believe the offer is good for 48 hours.  If it has been more than 48 hours since you sent the offer, you can assume the seller ignored the offer.  It would have been nice if the seller declined the offer instead of keeping you waiting.

Your impatience is not a valid reason to retract a Best Offer.   When you made the offer you promised to let it stand for up to 24 hours (I think that is the current deadline for buyers making Best Offers, it was 48 hours a year or two ago, then the buyer chose from 2 or 3 options, and I think they set it at 24  hours a couple of months ago--subject to eBay always tinkering).

 

Check your My eBay: Bids/Offers: Offers to see the current status of the offer.  If it has expired (including if the item sold to someone else or it was an auction that has gotten a bid since the offer) there is no need to retract it (and again, no valid reason).   If it hasn't, you wait.

When you submitted your offer … you had to choose the amount of time the seller had to respond … from 24 to 48 hours.

 

You’re responsible for your offer until the time expires OR the seller responds.  

It’s best not to make offers if you’re unwilling to abide by all the rules.
