Offer declines

The first offer I put in I received a decline from ELVIS  - and all my subsequent offers are being decline - supposedly by the seller, however they state they are not receiving them.

What is this decline from ELVIS and am I now in ebay jail.  The item is for local pickup and since a family member works and lives in the area (as opposed to me 4hrs away) I included their cell number.  Sure that's not allowed, but this is not a store front, so how does one communicate a local pickup place and time with working people, with "communicating" , or how do you communicate this.

Yes I understand safety, I 've done another local pickup on an ebay item but this was at a store front.  

Need info on getting offer thru and how to communicate pickup.

Including a phone number causes your message to be blocked.

Don't exchange contact information until after completing checkout.

Lots of things can cause you to not be able to submit an offer, such as being blocked by a seller directly, not meeting the seller's buyer requirements, or making too many offers.

Leave out your phone number.

The seller had messaged me that they would accept the offer. However each submittal was rejected. No information was included in subsequent offers(other than offer # 1 of 5). I contacted seller and explained what was happening.They said they are not getting any offers on their end.  I asked if she had a block to not accept a certain minimum amt.  They contacted ebay, what resolved the issue was the seller sent me an offer with a discount applied to the amount we agreed on, I then accepted.   Thank you for your prompt comments!
