Offer Tab

I want to place an offer on an item that hasn't sold. I previously placed an offer on the item several months ago and it was declined.  I want to make an offer again but the offer tab is no longer available even though the seller states in their listing, "Or Best Offer"

I've messaged the seller several times to ask about this and have had no response other than 1 time where they told me to just "make an offer".  I've told them that I don't have an offer tab listed and I received no answer.  How do I make an offer without an offer tab?  How do I tell Ebay that they are not responding to numerous messages I have sent to them about how I can make an offer?

Go to the listing and click on message the seller.  There is a make an offer button in the messages.  You say you made a previous offer that was declined.  Was it a lowball or more than 20% off?  If so, be prepared if you cannot make an offer.  Some sellers block buyers who make lowball offers.  If so, find another seller.
