A buyer with an APO address bought an item from me. I printed the label, as usual and put it in the mailbox. A week later I received it back. It was denied for not having a customs form. I called eBay and they said that the post office was wrong and that I should not need a customs form for a domestic item. The buyer is upset and still wants the item. Not sure how to proceed here.

I have reached out to the eBay team to see what is going on with the customs form. Yours is the second report of this I have seen this week.
I don't know if printing a label on PayPal would include the customs form. I'm also not sure about Pirate Ship or other shipping providers. Other than those, all I can recommend is to void the label you bought on eBay and buy another label at the post office and enter that tracking number.

APO addresses often require a customs form, although there are exceptions, but ebay should make one available when and if it is needed. Are you sure you didn't miss the link to print one?
You can print from USPS Print and Ship and that will provide a customs form when required. PirateShip should also do the same.

You will need a customs form. It is possible to use this postal site to fill out just a customs form by NOT selecting a mailing service. There is no cost and no obligation to go forward with the unpaid form that you print.

All the form does is capture your customs data on USPS servers so that when you go to the Post office to purchase a label, the clerk can scan the form and print the customs forms that will go with the label that you purchase at the counter. I don't know whether you can use it in conjunction with a prepaid label. You could give it a try and see if it will work with your already-used label.
In any event, it is a useful test run to see what is expected on the customs form.
