I don’t understand why, as a seller, I can’t leave negative feedback for nonpayment. It alerts other sellers and should make a buyer take a purchase or offer more seriously. What action does eBay take in these cases? Seems there’s no real incentive to pay if you don’t want to.

Wait for payment for four days, then on the fifth day cancel the transaction, choosing "Buyer hasn't paid" as the reason. The buyer gets a non-paying buyer Strike. Two such Strikes within a twelve-month period, and that buyer will be automatically blocked from bidding/buying from sellers who have their Buyer Requirements set to block such buyers. eBay's Help page on the topic: https://www.ebay.com/help/selling/getting-paid/resolving-unpaid-items-buyers?id=4137
Do you have your Buyer Requirements set? https://www.ebay.com/bmgt/buyerrequirements If not, you should set them right away.
