Non payment on auction item

The highest bidder on my auction has not paid for the item for 4 days.  eBay and my other two statements provided no results in getting paid.  The bidder is new and has no history of buying or selling.  Communication with buyer continues to give excuses why there is no payment like trying to get an approval from his Visa card.  eBay would not allow me to cancel the bid since the auction is closed.  I suspect a fraudulent bidder but can't cancel and offer "second chances" to other bidders.  Bidders profile says based in Portugal but has a mailing address in Florida.  How do I cancel this bid and move on with "second chances"?

The buyer gets 4 full days to pay. On day 5 select cancel transaction from the pull down menu next to the item in your sold orders, then select buyer has not paid.  Then you can make a second chance offer, if your bidders are interested in seeing them.

@silvertrk39  Also be sure that you do select 'buyer has not paid' as above as this gives the buyer a non-payment strike.  Many sellers have their buyer preferences set to refuse purchases from buyers with 2 or more strikes and it reduces the sport bidders.

Thanks.  Maybe I haven't waited 4 FULL days as the drop down did not have the "buyer not paid" option.  Buyer was not ready/willing to make immediate payment and only offers excuses and his profile makes me very suspicious that it's a fraudulent buyer.  In the meantime, "second chance" buyers have moved on to other sellers.  This is the first time I've had a bad experience on eBay for many years, so I guess I'm lucky.  Thanks again.

eBay days end at midnight PT, so you have to wait until day 5 begins before you can cancel as unpaid.

Yes, it's the 4 full days - it's definitely time stamped - but be sure you do the cancel for non-payment then, and you may want to set your preferences to avoid buyers with 2 or more of these strikes here.  This kind of thing happens to everyone eventually when one offers auctions or best offers.  eBay has been developing a program where one can have immediate payment on best offers (buyer has a payment method on file) which is the case on every other platform I sell, but so far hasn't rolled it out. Having one's item idled for 4 days over something like this is a real pain - one reason I don't do auctions (other than I don't have anything really auctionable).

 

BTW, your sending invoices and notices doesn't really help, as eBay sends enough.  It's less of a pain dealing with these things if you simply automate the non-payment process - either the buyer is going to pay or they aren't - and just let it run.
