Non payment of auction wins.

Since sellers are discouraged from leaving negative feedback towards buyers, how does eBay handle nonpayment of auction wins...in a way where bidding for, and winning multiple duplicate items is discouraged? I don't expect all wins to be paid,  but when it happens and there is a no communications for days after multiple attempts to reach out it seems that there should be some tracking of this. It turns a 7 day auction to a 21 day auction, and possibly loss of a sale by another bidder.

Non payment of auction wins.

Sellers cannot leave negative feedback for buyers (for many years now).

 

Buyers have four days to pay, per eBay policy. 

On day five, seller can cancel transaction citing “buyer did not pay” as the reason. 

Seller gets all fees back. Buyer gets nonpayment strike.
