No Store vs Starter Store

Is there any advantage to go from No Store to a Starter Store?   Both get 250 free listings.  Both appear to pay the same final value fees.  No Store is free.  Starter Store is $7.95 or $4.95/month.

I don't understand why anyone would sign up for a starter store.  If they are going to do that, I would suggest no store, or a Basic store.

The only advantage is being able to use the promotion options.

Other then that, you pay a monthly fee for the same thing you get now for free.
