No Resources to Report Fraud Attempts

I have been contacted numerous times with “offers” from brand new accounts with no activity or feedback on them and they always ask me to call them and supply a phone number saying they have questions and want to send me money as soon as possible. 
Ebay has NO “Help Topics” or links that I can find to alert them that this blatant attempt to fraud someone outside of the platform. 
I have repeatedly told the “buyer” that I will not call them directly and payment outside of the platform is a violation and yet they still send “offers”. 
ebay will only allow you to report a buyer once they have already made a transaction which I find very irresponsible and could save many of their loyal users from a lot of hardship and inconvenience before having to go through an actual scam. 

An ounce of prevention is worth a pound of cure.

eBay will likely suspend the account long before you figure out how to report it. But the scammer will just create a new account or hijack another account to continue making such offers.

 

Just ignore those obvious scam offers.

 

You can avoid many such issues by listing for a fixed price with immediate payment required and by not accepting any offers. If you receive an offer that is reasonable, lower your buy it now price to the offer amount to preserve your immediate payment requirement. That way the user has to actually pay in order for the transaction to proceed; otherwise the item remains listed.
