New user limited to buy

i am new user and trying to buy 10$ item, i linked paypal and card , my card is verified on paypal but still i cant buy what i want(check print screen) , please suggest what i should do p.s. i cant call ebay for help

Why can't you call eBay for help with this? You're registered on eBay USA, with an address in the USA. You should be able to call them.

I'm just asking because if you are actually not in the USA, and your account logins or IP address shows that, then that could be why your account has been limited. It's a red flag for a fraudulent account.

eBay policy is that you are required to keep your registered address up to date and correct. This should be the address where you live and receive mail, in the country where you currently are. You can have a different shipping address if you want.
