New trading card guarantee policy

I want to send an objection to eBay's new trading card guarantee policy that goes into effect July 29.  Is there a way to do that successfully and know that your message is being heard?  They are shortening the time period to file a complaint to 3 days after receipt of shipment.  I often don't open my mail for several days and 99% of my guarantee claims are not because of the sellers' actions, but because USPS damages the product in transit.  (I've had 4 claims in the last 3 weeks!)
