Never received item that is over 120 days as seller was to build a guitar amp but never did!
There seems to be no way to contact eBay and speak to customer service.

You can speak with eBay CS, but there won't be much they can do if it's been 120 days since you paid for this amp build. eBay Money Back Guarantee only covers 30 days after purchase, or 30 days after delivery.
If you paid with PayPal, go there instead to open a claim, they allow up to 180 days from purchase date, or contact your credit card to start a chargeback, but only file a claim with one source.
To answer your question, go to this page, look on the left and click "Have us call you" -

Or, if you use social media, contact the CS team there - they are very responsive and knowledgeable -Only use the Private DM or PM Messaging - do not post your account info publicly.
Give them your User ID, your real name/address, the email attached to your account, Item #, and explain the issue in detail.
They usually respond in a day or two.
