eBay closed my submission of a complaint about not receiving an item. Yesterday, I received an email from eBay stating that I could submit an appeal. When I attempted to do so, eBay said that the transaction did not qualify. The seller is blaming eBay's international shipping. The tracking numbers do not reference my name or address and show that the item was never delivered. Is eBay's "Money back guarantee" not for real?
23 years on eBay. 1,869 purchases. Never reported an item not delivered. Never retracted a bid. Am I supposed accept the loss of $320.39? The seller said the item was sent insured. I am sure I paid for it in
the shipping cost. Seller is not offering a refund.

You can file a case with Paypal if that is how you paid, or a chargeback with your credit card issuer.
