Why is the Nebulizer removed with a policy strike when you can buy them over the counter?

Unfortunately, that would violate eBay's Medical Device policy, link below to the Policy page.  While it may be possible to purchase one over the counter or from other sources without a prescription eBay does not make that distinction here.
