My item hasn't arrived. It's after close of business on the delivery date, 12 days after I paid for the item. I've reached out to the seller 7 times (through "Contact Seller") to no avail. The seller has not contacted me or replied to my contact even once. I'm attempting to reach eBay to initiate an "Item Hasn't Arrived" claim. eBay's auto response won't allow me to open a claim stating the item may still be on its way, instructing me to wait until the estimated delivery date (which was today before the close of business). When does eBay allow me to open a claim, tomorrow?

You have an ESTIMATED delivery date - not a promise date. I'm sure you've seen the news regarding the severe weather affecting the entire nation right now. Though you could technically open a case tomorrow, I wouldn't dream of doing so for another several days at least. Have you look at the tracking to see what it says?
Contacting a seller seven times in one day is excessive. Due to the weather, he may not even have internet service at the moment.
