I am guessing your restriction is due to only having 1 feedback these past 12 months. Therefore, ebay considers you a new member, and with that comes listing and selling limits. ebay has been transitioning sellers into Managed Payments. Did you get a message to update your account with your social security number, DOB, routing and checking account number? If so, you will need to do that to lift the restriction.
