I am the seller. Pkg was hand carried by me to post office, scanned, & paper receipt confirmation of acceptance given. It apparently is stuck there, has not moved forward in the shipping process. I filed a missing pkg form w/ UPSP after going in person there- who also verified same info. Had to wait until today (10 days since shipped) to do claim form per USPS. It is insured, but is also holiday decoration item- buyer needs. It is new item with its manufacturer packaging & was carefully shipped. Value $50. I was almost breaking even on selling this item. If USPS is at fault, why does it say seller should refund buyer on missing items?

Because it is the sellers responsible to get the item to the buyer.
You will get the insurance pay out from the Post office
