Missing items on a "Open Box" listing

I bought an item that was open box. Some of the items were missing, but was not stated in posting. The posting description said brand new, even though the item was briefly used. Can I get a partial refund to replace the missing item?

You should explain the issue to the seller and ask that question to them.

If the seller isn't helpful, or if you no longer are able to use the item with the missing parts, you can open a Return Request. The reason could be "Missing Parts".
