eBay continues to claim "As of Jan 1, 2022, the IRS now requires us to file and send a Form 1099-K to everyone who sells $600 or more." That requirement has been delayed until 2023 and is not binding for 2022. Why has eBay continued to require this? Also if not having your account in compliance why does eBay allow you list and sell? What eBay is doing is holding funds after a sale and refusing to pay OR cancel sale or refund buyers funds. My account is hostage for 1 year and buyer can not get funds back even when item has not been received. Should be illegal.

Because they needed your SSN, EIN or TIN before they even lowered the threshold on this form the first time. It is needed in the Managed Payment system to help verify your identity. You can refuse to give them the information but you won't be able to sell on this site.

I've been on this platform for over 20 years selling some and they have my last 4 SS#s as original to ID but the government changed requirements last year and then removed the requirement for 2022. eBay has not changed their position even though IRS has for past year. If eBay is so demanding for last year, again I ask why have they not restricted accounts before listing and sale-BUT AFTER?

IRS deferred the change in a FORM called the 1099K for one year.
You can contact Ebay directly and ask them your question. It is unlikely to matter but you have every right to ask. Your choice right now is that if you want to sell on this site, you need to provide your SSN, EIN or TIN.
Any CSR from Ebay you may talk to will not have the authority to change policy of any kind much less this one. It would have to go through the chain of command to get approved and that would likely take weeks or months. In the meantime, if you don't give them the info they have asked for, you won't be able to sell on the platform.

I have called CSR 3 times and they can or will not do anything. Wrote letter and ignored so I guess they really are city hall and like government.

As I explained before, a CSR simply has no authority to change policy for you. Any letter you wrote would have to go through the proper channels and would likely take a few months to get through everyone that would have to review it and agree to the change. Lets say after all that they agree, they likely would not make any change as it would be too close to 2023 and they would need it for the 1099Ks.
Let's try this. Why are you uncomfortable in giving your SSN to Ebay?

Hackers raid eBay in historic breach, access 145M records. I know it was 9 years ago but it could happen again. There was no requirement by years end to report via a 1099 to the IRS. Also My letter of over 7 months ago remains unanswered. And if eBay's computer system is secure/advanced, why was I allowed to list and sell in violation, but only to try and enforce policy AFTER the fact and hold the buyers fund hostage for a year, they did nothing wrong and I was unaware of policy I violated. So what is the problem of canceling the sale? Is not the buyer entitled to a refund under policy for an item not received?

Well I suppose. Just as any internet site has exposure to this issue. But if you want to use this as an excuse, you really should learn what it was about and what the hackers actually breached.
Ebay has NEVER had the financial info of ANY member hacked to include in the 2014 hack. The hackers simply were unable to break Ebay's encryption code. What the hackers got was contact information which is pretty publicly known for most members.
You can prove this to yourself two ways. Do a Google search and read the articles from nearly a decade ago on the subject. Or simply go and look at your own financial info on your account. You can't see your bank account number, credit card number or your SSN, EIN or TIN. Even the owners of these accounts can't see this info as it is encrypted. So even if someone hacked your account they can't get to that info unless they can break the encryption code.
Accurate information is very important to making an informed decision.
