Markdown manager multiple discounts

I am running a sale right now for July on certain home items for a percent off which I believe was set at a priority 1.  Then I also ran a store wide sale of 15% off when you buy two or more which I don't recall or can't find the proirity level.  I have noticed on the last customer that bought two qualifing items it only ran the first discount but it asks when you are on that item if you would like to add one more for additional savings.  Do I not have the sale programmed in right or can I not or should not run overlapping offers?  The customer has not said anything about the additional discount in the math but I can see it and add and I am just trying to avoid any future neg feed/DSR issues.
