Making Offers to Customers

Hello,  I would really like to make a lot more offers to people who have my items in their 

watch list.  Ebay is only allowing me to "Send offers eligible" to newer items I have

listed.  I would like to send a lot more offers to my "older" listings interested buyers 

WITHOUT having a sale to everyone or stupid coupons.

eBay limits the number of offers sellers can make to the same users to prevent some sellers from bombarding watchers with lots of duplicate offers.

If you are willing to sell an item at a certain price, why should it matter to you if the buyer has been watching for a long time, is a new customer who just found your item by searching today, or is someone who just does not use the Watch List feature for whatever reason?
