Lost a bid. All of a sudden im an "international" bidder

Never happened before but tried to place a bid on some revolver grips and app wouldn't allow me. Says I'm an "international" bidder and I'm not allowed to bid on Miltary items. I do have a VPN  and I disabled it and same message.
