So, how is this handled?
Do I cancel this winning bid and award the sale to the second-highest bidder?
Does the bidder have to cancel their bid?

@us-bieter This is why I always recommend putting LOCAL PICK UP ONLY in the title in all caps. Some people don't notice or don't seem to understand that local pick-up really means just that.
Cancel the sale as problem with buyers address from the drop down menu next to the item.

Just to cover you ...you should report the buyer for asking for something NOT OFFERED in the listing...
