Ebay has a procedure to resolve this: https://www.ebay.com/help/selling/getting-paid/resolving-unpaid-items-buyers?id=4137
The buyer will receive a defect.

I read it but it doesn’t tell me how to leave negative feedback

Sellers can't leave negative feedback. A negative comment is also not allowed.
Ebay decided this in 2008.
